Assuming you have gutters in decent shape (I noticed the downspout), then your problem could be that your driveway has too much hardscape. Putting some gravel between the pavers would help.

But, the most likely solution is a French drain. You put a perforated pipe filled with gravel under the lawn and slope the drainage of the pipe away from your house, as in along the driveway. If your lawn is flat, you create the slope by digging the pipe deeper as it goes.

Thanks for the info all. The neighbor has a gutter downspout that drains on the left side of his driveway of this picture. It's not a new paved driveway. Weve only lived here a year so I think the ground has sunk from frequent water flooding. The neighbor said old neighbors had shrubs or something planted there. She said maybe there is a way I can direct that water to the street. Which their downspout would face it.

One must know not only where the problem lies, but the path and place (lower elevation) that would solve it. You allude to the front street being lower elevation. We cannot see it. If it is the nearest lower elevation where the water can LEAVE your property, then you can either pipe water to it, or run water in an open swale or flume. Lots of times there is not enough grade differential that it can be piped. Sometimes people put the water in an underground pipe and then have it return to grade at the point of discharge. (Such as a pop-up.) But these systems fail in a short time on account of inviting sediment. It is better to keep the water at the surface in a swale or flume. (Hint: some swales can be VERY shallow.)
