I think it is a great idea to replace your current shutters with cedar shutters. Please make sure the shutters are sized right so they are functional looking even if they aren't actually functional. Hinges and shutterdogs help too. Your shutters need to be much wider than they are now. See this brief article: Shutters vs Shudders

I think if you decide to go in the German schmear direction, the white (or is it off white?) will work with your schmear technique as shown in the insp pic.

The number one thing that jumps out is the lack of landscaping. You may decide to keep your brick as is and then landscape appropriately.
