Dump. It was likely hard frozen and even if not it would have turned anaerobic. Start fresh.

Of course you should use it. The mineral nutrients are still there. Aerate it if you feel the need.

No. All of the nitrogen would have been well evaporated and the freeze/thaw cycle and lake of O2 will have killed off most if not all of the beneficial bacteria and remaining pathogenic bacteria will have consumed any remaining nutrients. Anaerobic bacteria is not something you want to be adding to your garden.

I'm not convinced about the value of adding microbes to soil. If the soil can support a healthy population of microbes, they'll be there. If it can't, what you throw on will simply die. Adding compost is the best way to encourage microbial activity. Real compost. Not the dregs from it.

But if you do have all those things - chips, salsa, drinks, etc. AND you add some pizza and some jammin' music to the scene then even more folks will come and maybe those wallflowers in the corner will be encouraged to join in with the rest and make new friends.

As for adding microbes, I'm all for spot additions to problem areas. Otherwise just keep the party platters full with fresh compost throughout the season and everyone will call the party a resounding success.
