Hi Scott. Could you take a pic of the entire plant? It is difficult to see the foliage and habit. I might be tempted to say it is a Coreopsis sp. but cannot be sure.

Assuming id is correct, you can do both. Also cuttings early in the year are viable to increase.

My False sunflowers produce 100s of seeds. They also increase from the center so the plant grows each year. I have several and some of them became invasive. I pull out the extras. However, they are hardy babies, bloom time is long, they put up many flower heads that wave to the crowds as they pass by and the pollinators like them. If your double is half as hardy as the single you'll love it! (If you notice, many of us edit our username with our USDA hardiness zone included which helps identify our 'neck of the woods' which helps identifying plants and flowers.)
