Nice of you to repost this, BlueSky Susan. I'm not sure what the pests are. If no one here can identify them, my suggestion to beaverfever is to take the photos to a local nursery for their advice.

I found your photos on your original post. Could it be podocarpus aphids? There aren't very many pests that attack podocarpus - mainly aphids and scale.

You can clearly see the caterpillar (larva?) in that cut away photo. Not aphids. A moth perhaps? I have had a couple of these on the highest new tips on my blue podocarpus too. When I see a new growth tip leaves getting "stuck" together I spray it directly with Captain Jack's Bug Brew (spinosad). That seems to have worked. If the whole tip is encased in that webbing I cut it off and step on it and mash that bugger into the cement. Of course if you had a whole big hedge of this problem critter, that wouldn't work. Isn't there a bug forum on Garden Web?

Caterpillar of some sort. Bt will work on caterpillars and is safe for everything that is not a caterpillar.
