You are probably positioned about as good as it gets to grow nearly any type of garlic. Far enough north for day length and winter cooling but mild enough that you get a very long growing period as daylength increases. Just may very sure of your drainage. Most importantly is to plant in raised beds. Fertilize heavily as for any allium and once growth starts in the spring do not let it get interrupted until late May or early June (IOW let it dry off if possible heading into harvest). Your crop should be harvested before it really gets summer hot, and your plants especially the porcelains should be above waist high eventually even after the scapes have been cut.

Also probably don't plant your cloves too early in the fall. Halloween is probably as early as you want to go, and even mid-November should be ok in your country.

Because my father did, and his father before him, etc., I plant garlic the last full moon of October. I've procrastinated into mid-November with no noticeable difference.

Assuming you want cloves rather than true seeds, google seed garlic. There are all kinds of sources for all kinds of different garlic. What you normally get will be bulbs that you break down into the individual cloves you plant and that planting is normally done in the fall. Where you will be planting will have bearing on what kinds of garlic will do best for you.
