Because papayas sensus strictu are really a southern California item at best (what they really want is Hawaiian conditions for instance).

If you keep them in perfect conditions...sun,fast drainage like a raised bed,and no temps of 32f , keep away from cold rains,they might survive a winter. I doubt they will fruit the first year and that's a huge challenge.

For the bay area they really are only greenhouse plants.

I grew Maridol from seed for three years in ground in Hayward. The third year it had fruit on it..and before it could ripen we had that heavy rains winter 2 years ago or so. It rotted with hand sized fruit on it.

I bought 3 like that from Lowes in 2014. They were not as tall as yours. I read somewhere that papaya roots don't like to be disturbed, I don't have time to look for that reference. When I took them out of the container, I was able to easily separate one but the other 2 seemed very much intertwined. So I planted one by itself and two together. This was the first week of September. All 3 survived and produced. They started flowering and fruiting in 2015 and the first harvest was in April 2016. I am staggering plantings now, trying to maintain papaya trees at different stages of growth. I harvested 46 papaya this year from 3 trees. I am in coastal Southern California.
