Soil fertility and seed germination

This is the first year of my vegetable garden. Some areas I have been able to amend with composted manure and shredded leaves. Other areas I have not gotten to are almost completely sand. I have sowed peas in both areas, and those planted in the amended area germinated almost 100%. Those planted in sandy soil have barely come up.


I know fertile soil helps grow vigorous plants, but does it also make such a dramatic difference in seed germination? Thanks for any help you can offer.
