Looks like it to me. Load bearing walls are normally perpendicular to the joists. You need an experienced structural engineer (or at least an experienced contractor) to check it out.

Is there a wall in the same place right above it? More likely to be load-bearing.

The person at the bottom of the steps might know?

With the support poles so close it doesn't seem like you would need more support there, but you never know. Consult a professional.

I'm not an expert, but given the location of the center beam next to your stairs and the fact that your stairs appear to be next to an exterior wall, i'd say it's not a load bearing wall. Let us know if you hear a definite answer from a pro.
