Finish grade (sloping away from structure) is your first line of protection. It must be maintained. Downspouts must take water away from subterranean areas. "water proofing" may be a barrier to shed water vs placing your garage in a zip lock bag.

If its not working after final grade, then it should be repaired.

Be certain that the drain tile is able to drain. Ours was crushed by careless use of equipment. It had to be dug up and new drain tile installed with new pipes.

Having said that, getting water away from your foundation is paramount. Sealant on the cinderblocks is only one of a number of steps needed to assure a dry foundation. Sealant, drain tile, grading, downspouts with extended ends that drain down hill are all needed.
