Bug issues, how to solve?

I have small fly like bugs in my plants soil, almost every plant has them. Even the plants whose soil I switched out this summer have hem back again. Nearly impossible to photograph, and they don't move until I vibrate the pot or water.

They are very very small, white or clear, and seem to stay still until you tap the pot or blow on the top of the soul. Then they move around, but don't fly far, only a few inches.

Last year I drenched the soil with beneficial nematodes geared toward fungus gnats and white fly and aphids. This basically knocked them all out, but isn't cheap!

In the summer and fall my house had a large population of annoying small black flies that were basically miniature fruit flies.

What is the most economical, and sure fire way to rid these pests from my home and plants, for good?!
