There's no longer a specific definition of either hot or warm.

Warm on a washer in the past was a 50/50 mix of tap cold and tap hot. Hot was full tap hot. Water heaters were years ago set between 140° and 160°F.

Energy restrictions came into play. Water heaters are reduced to 120°F as the "normal" setting. Washer inlet valves were re-engineered for the cold side to be 60% of the flow and hot 40% (some may be 70/30). Sensors in the machine further restrict the temperature to specific targets such that warm may be only 75°F in the tub and hot may be 95°F to 105°F.

So essentially, nowadays, warm is anything warmer than tap-cold, and hot is anything more than that up to the water heater setting.
