Taiwan cherry, Prunus campanulata, is about the only flowering cherry that can be expected to perform well in your location. Will get larger than 10' tall however......most trees do :-) Other options are Eastern redbud or southern crabapple, Malus angustifolia.

One of the fabulous qualities that cherries in bloom bring is their ability to light up space ... seeming to make the air around them glow with colored light. Trees that bloom while they are also in leaf never have this quality. While it is not at all the color of cherry blossoms, another tree that blooms prior to leafing out, thus making the air around it glow with color is the golden trumpet tree, Tabebuia chrysotricha. If you are open to colors other than pink or white, you might consider it, since it probably grows there.

The redbud is nice, too.

The Japanese apricot mentioned at the end of the above piece smells quite noticeably like carnations when in flower. Unless it is prohibited by state agricultural regulations you should be able to order that tree in from elsewhere, if in fact you aren't able to find it in your area. As flowering of it is imminent, if not already underway you will have to act soon if you are going to get one before this year's bloom is past and it starts to leaf out.

Although utilitarian looking out of flower this is the plum blossom of traditional Japanese culture, with that country having a park devoted to it where something like 500 different cultivars are planted in blocks of multiple specimens of each.

Examples raised from seed can be spiny and may produce flowers with absolutely tiny petals so definitely look for vegetatively propagated, named garden forms if wanting to try it there. Preferably raised from cuttings rather than grafted on other kinds of Prunus. A practice which can backfire due to the delayed graft incompatibility phenomenon. (Unsuitable root-stocks are also being used by some production nurseries for Japanese cherries and other kinds of trees).
