Do you have a picture? Are the leaves crisp?

Culinary sage, Salvia officinalis? I am confused with the phrase "come back year after year". This is a woody evergreen subshrub so should remain present and look more or less the same year round. It will just start to produce new foliar growth in spring but should have foliage remaining from previous seasons. What does that look like?

In much of the US zone 5b this spring has been unusually cold and wet. The sage bush at my previous home in 5b, previously died each year, kept it's dead leaves over the winter, and regrew from the roots each year. I would not have expected it to regrow as fast this year because of the weather. I'd give it a few more weeks before buying a replacement - but pictures are always helpful.
