No not in the US, in the Caribbean. I am leaning towards entirely in cold rolled light steel however I am concerned about Hurricane protection. The contractors say it's good to CAT 3, costs significantly go up to increase the protection.

I'd place concrete into permanent styrofoam forms. Definitely hurricane proof and exceptionally low cooling costs.

You are not in a DIY design zone and it appears you wouldn't recognize a good design if you tripped over it. Find an engineer and try not to tell him/her how to resist high wind forces.

Get rid of he third level, avoid dogleg bends, use a hipped roof and use reinforced masonry or concrete walls.
