The picture isn't clear enough to say with certainty but it looks like a pipe that feeds into the sump pit. Frankly that kind of damage seems odd but who knows.

The worst case scenario would be breaking up the concrete far enough back to get to an undamaged section of pipe and splicing in a new piece. Then repairing the concrete. It's more physical labor than technical skill.

It might be just the end of pipe got smashed and the rest is fine. Only way to tell I would think is to have it inspected with one of those snake cameras somehow. My bet it's just the end of the pipe but who knows.

Have it inspected and repaired before closing, just in case it turns into a bigger expense than is anticipated. The seller should be paying for this.
