Dog Shower Artificial turf

How does the artificial turf work? We have a dog shower, but after washing, hard to dry their feet as they are standing in wet shower pan. Does this keep them above water draining? Filter some of the sand/dirt being washed down drain?

    The Home Owner added that and I am not sure if it is actually functional or if it is only for looks.
