First, the garage door opening will definitely need to be reframed. There is a header (a beam) above the door that supports the roof. That header will need to be raised to create the taller opening. You will need to talk with a carpenter about the details of this.

Every HOA is different; however, you should have received a copy of the rules and regulations when you bought your home. If you don't have this, call the HOA and ask for a copy. Ideally the HOA has the rules listed online and you can just look them up. Your HOA may have a separate group that makes decisions on changes and additions to homes. If I were doing a remodel like yours I would need to submit a before and after front elevation view of the house, showing the current garage plus the garage with the larger opening and door. I would also present a photo and brochure of the particular garage door that would replace the current one. I would also need to present a loan agreement for the project, a letter of credit, or a copy of my bank account showing I had the means to pay for and finish the project. I would basically have to have everything set up before I asked for approval. Your HOA might require different info.
