Helping finding a cover

I had a concrete walkway poured by a contractor who walked away from the job. One of the difficulties with the walkway was that my water shut off valve was in the way. The contractor put a 4" PVC pipe around it and poured the concrete around that. He cut the pipe flush with my walkway but never capped it. Any suggestions on a nice way to cap it? I rather it be closed so no water gets in. I have been searching for over two weeks and I can't find a solution.

I'm not sure what you'll find off the shelf. When we encounter this, we do a 4" threaded cleanout pipe and get a brass cover (because it looks better than PVC). As far as I know, I don't think they make a cap that shoves inside a piece of what looks like sewer and drain pipe. I'd probably take a dremel and cut the pipe back an inch, then cut a circle out of a piece of 1" flagstone and call it a day.

Thank you for the advice. What device would you use to cut the flagstone with? Would the Dremel work?

For a tight radius like that, I'd use a 4" angle grinder with a diamond blade. Be sure to make a notch to get your finger in to lift the cover
