From the descriptions: the materials are different - one is chrome over steel (Houzz) and the other is nickel over brass (Rejuvenation). The chrome over steel is a less expensive material than nickel over brass.

Look on Houzz discussions about nickel vs. chrome. Many of the discussions are about faucets but you might get something from them. Or go to a lighting store and look at chrome vs. polished nickel fixtures and see if you can tell a difference that is important to you.

The Rejuvenation one offers the opportunity to have a variety of glass shades vs. the other which is a fixed choice. All of these things add to the cost of the Rejuvenation one.

The canopy (part near the ceiling) is different too. The Rejuvenation one is cleaner looking, the Houzz one has the mounting screws exposed (small balls sticking out of the canopy). That is another detail that makes the Rejuvenation one more expensive and better quality.

The chain links in the Rejuvenation one appear to be rectangular vs oval in the Houzz one. Again, details that make the Rejuvenation one more expensive and create a slightly more refined look.

Hard to tell if the shades are the same size. The way they are described is quite different.

Your question was, do the Houzz ones appear to be good quality. Hard to answer. Based on materials and design, the Rejuvenation one is better quality but that doesn't mean the Houzz one is bad quality. It does look cheaper than the Rejuvenation one but without comparison to the other in the same room, the Houzz one might look fine. On the other hand, if you are going to look at the lights everyday, you might want to go with the better quality ones.

But, your budget is your budget, don't blow it. And wait for a sale if you go with the Rejuvenation ones.

I love lighting stores. If there is one in your area, go there. They have helpful staff and lots of options and will usually match online prices for the same product. They can probably find you what you want in your price range.

Lots to choose from and I would select a rod instead of a chain for hanging. I don't know how big your island might be but 8" dia. lights are pretty small.
