Moving shrubs in spring

I haven't moved shrubs in early spring in a very long time, so just want to double-check I've got it right --> as long as the soil is workable, the shrub can be moved, correct? I have a mature tree peony that I took from my other house that just is not thriving in the spot I put in over here, time to re-locate it. The buds are very plump, I imagine it will start putting out growth within the next few weeks so would like to move it before it leafs out. So, okay to do ASAP if ground workable?
