I would try to transplant as many as you want as soon as you can. Whatever you don't want to transplant just leave where they are and use as green garlic.

I've never tried to transplant garlic so it will be interesting to hear how it works for you.

it shouldn't be much different than onions, many people put 1000s of seeds in a flat and separate/transplant them after. just have to be careful not to damage them too much when separating. obviously the earlier the better. i'd get a big pitch fork and go in about 6 inches from them, as deep as you can to pull out as much of the roots as possible.
