Osmanthus is related to lilac but will keep its leaves year round. But make sure you are in zone 8 because osmanthus is not as hardy as lilac.

Fragrant camellias like High Fragrance and Kramer's Supreme could also be an option, but are slower growing.

There is also bamboo.

Buddleia (butterfly bush) is also mostly evergreen in zone 8.

Numerous rhododendron varieties as well, but check on that because some of the varieties can get quite big in this climate.

The Choisya is a good suggestion. Needs no pruning, has fragrant white flowers, interesting leaves and no pests to speak of. Rhododendrons and Camellias would be good if you have the right soil. I wouldn't use Buddleja as it needs annual pruning to keep it tidy and, although it hangs on to foliage in winter, it becomes tatty. The scruffy dead flower heads also persist unless you dead head assiduously.

In the right location, yes. But hebes that get to be 5-6' tall are not as common as smaller and/or the more tender varieties so might take some searching. As will the olearia, generally considered to be of marginal hardiness here.

And butterfly bush, Buddleia davidii, is a listed invasive species in WA state (except for a few sterile cultivars that will never get as tall as desired).

Grevillea victoriae is another possibility but would require some pruning. Ozothamnus is another possibility.
