When to plant potatoes?

I've got some heirloom potatoes that are sprouting and thought of planting them. Not sure when to do it? Are potatoes cold weather tolerant or should I wait until soil warms up. I've grown potatoes, but mostly when I found some in late May that had sprouts several inches long. So I thought maybe I could give them a head start.

They do best when planted in cool soils, so anytime after soils reach 40F but before they warm up significantly.

This may be helpful: growing potatoes.

I go by the old adage, "When Forsythia's bloom, plant peas. When the Dandelions bloom, plant potatoes."
