I agree on the first being a lilac. I'm not sure on the second.

Second looks somewhat like a hydrangea of some flavor.

The first one is definitely a lilac.

No 2 appears to have alternate foliage so it isn't a Hydrangea. It would vid easier to id if it hadn't been chopped down. At the moment the leaf shape looks like maybe Corylus, Hamamelis or Fothergilla. But it will be easier when there's more foliage to see.

I'm going with Fothergilla for the stubbed off one.

The first one looks like a dwarf lilac called Palibin. Not sure about the second one, but I agree it might be a fothergilla.

but it says that "Fothergilla is native to the Appalachians, is deer resistant and sports fragrant, honey scented, early spring flowers before the leaves come out. "

Not sure what your 'but' means, Jesse B. Being native doesn't preclude its being grown in a garden outside its original range. And since it's been hacked down to stumps any flowers it might have had have been lost for this year.
