Identify flourscent magenta disease on tree leaves

Anyone know what this is? Zone 5a, south-eastern Vermont, found just this week. I'm no expert, but I think it's a birch or alder, young tree (we removed it, otherwise would never have noticed this) that was growing at the base of a maple and next to a birch.
