Help! Problem with bean leaves

Hello! I've been doing so much research to find out what's going on with my bean leaves and cannot figure it out. See image - the bottom, largest leaves are pale, curled, and have these odd spots that are now brittle and dry. The top leaves/newest growth are a normal green color with no spots. The middle leaves are somewhere in between the two in terms of health and color. All the beans have this in varying degrees of severity. The bean plants seem to be still growing and the new growth looks fine (for now), but hasn't flowered. All other plants in the bed are healthy and not having issues. I live in Atlanta, GA, USA, where we have had a lot of rain, hot days (85 deg F.), and high humidity. These plants are about a month old and this has progressed over time. I have tried a few things (adding a little fertilizer, neem oil) but have tried to be conservative with any treatments until I know what it is. I should add that I haven't had many issues with pests, and that these grow in raised beds of a mixture of raised bed soil w/ compost mixed in. Our garden is brand new and this is the first set of plants in the beds, so nothing would have been able to overwinter in the soil.
