Salsa has an added acidic component, usually vinegar, but sometimes citrus juice like lemon or lime. As a result the salsa is treated more like a pickled product than plain tomatoes are. Although the NCHFP also calls for additional acidification of tomato products, it's not at the same level that salsa requires.
