Drying stem on calico kitten

I have this calico kitten succulent that has been struggling. I know it was under watered for a bit, which I've remedied, and I've reported it, but the stems look shriveled at the base. What is causing this and can I save it? I've already taken a few healthy cuttings for propagation in case this one is a goner.
