Code Clarification Request - Toilet Seal

ATTN Plumbers and/or Bathroom Remodelers familiar with code and its intent:

IRC 2015 P705.1 General (under Installations), Item #1 - states that where plumbing fixtures come into contact with walls or floors, they must be watertight.

IPC 2015 Section 405.5 Water-Tight Joints (under Installation of Fixtures) - states that joints formed where fixtures make contact with walls or floors must be sealed.

With respect to a toilet, do these code sections simply calling out the use of ONLY a wax ring or the use of BOTH a wax ring AND caulk around the toilet’s base?

I'd leave the back of a toilet uncaulked no matter what the inspector preferred. If the wax ring starts leaking, you want immediate evidence.

In my jurisdiction, caulk is required all the way around, to meet code of a watertight seal.
