Looks to be 'coloured' concrete product that was applied to the concrete. If you clean the 'pink' area, does it bring up +++colour?

That means the product is dissolving. That points to some sort of dry mix added to something (like cement). You can probably grind it off or dissolve it.

Area rugs will keep things clean...or you can get it off permanently and work with a different floor covering.
