Unless you can visually inspect every inch of the pipes, you probably won't know if they broke until they thaw out. If there is no water flow, then either both the hot and cold have completely broken somewhere, or they are both frozen with a slug of ice still inside. If they are completely broken, you will be able to hear the rush of water flooding your house.
Just realizing that you're in Texas, so perhaps they bury the pipes in the slab there? In which case I guess you wouldn't hear the water flooding if the break is in the slab.

If the meter is running with all of the faucets off, then something is broken. But the converse is not necessarily true. if the meter is not running with all of the faucets off, it does not necessarily mean that they are not broken. They could be frozen and the ice inside is preventing any water from getting past, acting like a closed shutoff valve. Thus, the meter not running will not give you a definitive answer.

Sounds like there isn't a break, then.

Pro Tip: If you are in that situation again, leave a small stream of water running (both hot and cold). It will help keep it from freezing up.

It didn't get cold enough for the pipes to split in the slab, so if you aren't finding water on the floor somewhere, you're probably ok. Keep an eye on it.

On my TX house it didn't split any pipes in the slab, but something broke near a hose bib on a pipe coming out of the slab. I'm not in town so I had a realtor friend turn off the water at the street until I can find out why water is running out near that hose bib. Its probably the fitting on the hose bib is cracked, or maybe the last inch of copper pipe that split. At least the heat stayed on enough in the house (despite blackouts) so that nothing inside appears to be leaking or broken.
