Does argon leak when reinstalling a window

A contractor told me I can not reinstall a window because once it is removed the gas in the IGU will leak. As far as I know, IGUs are sealed but the seal may leak 1% of its gas a year. I don't see why installing or uninstalling a window would disrupt this seal. Any thoughts on that? Thanks in advance!
