Where do I go from here?

Ok, so we bought our house about a year and 6 months ago, first time home buyers. We did not know that the builder did not seal the grout/tile in the bathrooms. about 10 months after we move in, despite all the cleaning in the world, I could NOT get the bathroom shower grout clean. I called 2 companies for quotes thinking the damage has been done and we probably have to have the grout re-done. Both commpanies came out, one gentleman gave us a quote which took my breathe away, and it was to steam clean the grout and then seal it, the other used a chemical cleaning technique and colorseal for 1/3 less. Me not knowing any better we went with the 2nd company. It worked for a few months, then the mold spots started to come back. They came back to touch it up and the mold came back again! Now the 3rd time he came back I asked him why this was happening, he said according to his "moisture meter" there was 99% water around the drain, decraeases to 75% going outward, then toward the corners back to high 80's, and this could mean it might be a structural issue or the pan is not draining because something is clogged. He suggested calling a plumber. My husband cleaned the drain out because there was debri (looked like building debri, like they didn't cover the drain during construction). I haven't had any luck with plumbers and they say we need to call a bathroom reno company. I don't know who the heck to call anymore and I am wondering at this point if the pan is draining properly, is this all still happening because the chemical clean wasn't good enough to kill the mold initially and is it stemming from that alone? All the mold is in the same spots it was in the beginning. I attached images after I did my best to clean it again. Please help me!!
