Looks to me that both have rotted at the base and will only get worse. If they are rotting, then taking cuttings and rooting them is the way forward. The rot looks like it may have dried and not spread, in which case, you need to cut above the rot until you get healthy tissue for your cutting.

If they go mushy, the rot has spread further into the plant and you have to keep cutting above the rot until you see only healthy tissue.

Best way to get cactus cuttings to root is: use clean sharp knife, allow cut end to dry for a few days in open air (don't leave in direct sun only bright indirect light), pot in pure Grani Grit ( not the one made of shell, but the one that is crushed granite- can be found in feed stores as it is added to chicken feed), water with a spray bottle only when the plant appears parched and only enough to just moisten the stones. Keep in bright indirect light. Observe plant frequently. Rooting time depends on temperature, light and to a much lesser degree humidity- it is a cactus, but in general will take weeks- just be patient and don't over water but don't neglect to water (mist) when needed. Once rooted repot into a good cactus soil blend (add more perlite to at a ratio near 50%). Pot in a heavy clay pot- these become top heavy. Best of luck.

I’ve had great luck rooting cactus in whatever cactus mix potting soil we have but also directly in the ground itself. Watering about Once a week is enough to keep hydrated but not rotting out so long as your soil has decent drainage. So far as sun exposure many of the cactus in our yard were grown from leaves or branches in direct sun so don’t worry if filtered light is a problem.

Once I was mad at an angel wing for pricking me and dig it up and threw it in a corner to dispose of when it dried out and became lighter to carry. A year later it was actually growing new leaves by sacrificing old ones!

cactus are tough and so long as you don’t overwater them your good tops should be new plants with some patience on your part.

Those look like Euphorbia rather than cacti. Though, the treatment for your problem is the same. If you cut them and they ooze white latex/sap from the cuts then be careful. The latex can be a significant irritant on some people's skin and it is all around not good to get it in your eyes.

I'm concerned that your two Euphorbia plants have rotted from the ground up. That suggests an issue with watering or maybe the dirt at your location is unsuitable or a combination of both. You could reroot the plants you have but without figuring out the issue with watering or the dirt you might be back with the same issue of rotting from the ground up.
