It looks like spider mites. Take a magnifying glass and check for webs.

Better yet, I zoomed in. I think you're right. I have Garden Safe insect killer. I rarely use any sprays on my vegetables but I think I'll use it now.

Looks like the entire plant is going bad. I'll just wait for the cherry tomatoes to ripen and discard the plants. The Beefsteak tomatoes are doing ok.

Now on to another issue. I'm very disappointed with the harvest of my potatoes. I only got very small spuds as seen in the picture. Can I use these as seed potatoes? Here Southern California many sow potatoes in August for a late fall, early winter harvest then in February for a late Spring harvest. There's not much of a meal here so I thought maybe I can try again for a late fall harvest.

Yes you can use old potatoes as starters for plants. One potato can make multiple plants. Google "how to grow potatoe plants from potatoes"
