Installing Kitchen Cabinets

I’m installing kitchen cabinets (bases only) against this wall. The drain pipe will run from the sink directly under the window to the right where the stack is. The pipe will be right up against the concrete block and coming off the wall at just under 2 inches. My question is what’s the best way to install the cabinets so that they are in front of the pipe?

My thought was installing 2x4s into the concrete with 5/8 drywall over top so it will end up being just over 2 inches and enough to clear the pipe. And then attaching the cabinets through the drywall and into the 2x4s. I would only do this on the area of the wall that is behind the cabinets (the part that is cut out)

Am I thinking about this the right way? Any advice (such as best way to adhere the wood to the blocks, layout of 2x4s, etc) is greatly appreciated!
