are there other leaves on the tree?

There are plenty more leaves on this tree, but almost all of the mature leaves look like this. I'll try to get another picture soon. I usually water at the base every other day or so, depending on the weather and rain.

Someone else thought Japanese beetles?

It is NOT a disease! It could be insect damage or mechanical damage (like hail) but in either case it is not a serious issue. Plant leaves get chewed up all the time but it rarely affects the long term health of the tree in question.

It could be Japanese Beatles, tent Caterpillars, Bag Worms, or other similar insects. What other abnormal things do you see in the tree? Are there a lot of insects flying around the tree.

If you have Tent Caterpillars, then you will see the tents in the tree or in the surrounding trees. If you have Bag Worms, there will be little brown bags about 1.5" long attached to some branches.

Problem with all of this, if the tree is any size it is difficult to treat them. Best thing to do is encourage birds, bats and other insect eating creatures.

I do not see beetles so far. However, I do see a lot of very small ants always crawling through the mulch at the base of the tree. I sometimes see them on the tree too.

The problem with the idea of hail or something like that is that this happens to 95%-100% of the mature leaves, not usually the new leaves.

The tree is small still, by the way.
