Is this ceiling wobbling acceptable?

I got the ceiling fan installed by my contractor and it wobbles a bit. He says this is normal, but I'm not sure. Most articles on the issue suggest that up to 1/8" wobbling is normal, but I'm not sure how to measure it. Any ideas?
