There are some brown little mini pine cone looking things on them. Not sure what they are. I did find the neighbor's dog has been watering them for the past few years, so they are all browning low down. I cleared out everything beneath the bushes, put a good 4" of mulch around them, added a burlap barrier on the dog side with that gross smelling dog repellant. Hopefully the bush can recover. These are all 16 years old and taking one out will look like complete crap. I'll take better pics of the entire row and repost later.

I took some additional pics, including some closeup of the bush with the issue. By "three heads" yes I mean only one tip of a three headed bush seems to be affected. I could take it out if it's not going to recover and would like to ID it just to know whether this is something that will spread or not to the additional bushes. On the close up pic, I'm not sure if what I'm seeing is just shriveled up dead folliage or little pine coned things. . Any ideas of what those are and if it can be saved would be greatly appreciated. Location is coastal Connecticut.

thanks for the info! Looks like I missed the window to pick off the cones and the damage has been done. I'll still pick off as many as I can. Has anyone had a bush come back after that much damage since? I'm thinking it has a chance since the rest of it is still okay?

with respect to beng , your bag worms will play out after they have moved from plant to plant , and there is nothing else to eat .

be aggressive to rid yourself of them

plantkiller, I mentioned that because here they have already played out -- no longer any trace of them. And I've seen this same situation in the past quite a few times.
