Is something preventing the float from rising? Lift it manually to see if that turns it on. Also make sure no debris has fallen in to prevent the water from being drawn into the pump.

That is called a sump pump, not a water pump. It can be replaced easily, if it has failed.

Plug something else into the outlet like a lamp or trouble light, just to make sure it has power.

If not, something is wrong with the outlet or the breaker. You said you reset it, if it's a GFI outlet with its own reset or with a GFI breaker in the breaker box, those can go bad and not reset properly or they just trip again. Motors (like pumps) have an inductive load (don't worry about what that is) that can mess with GFI breakers, too.

If the outlet doesn't have power try plugging in the pump via a heavy duty extension cord to another circuit.

Also you can pull the sump pump out of the pit, and make sure that it isn't clogged with sand or dirt.

Sump pumps do fail after some time. They are easy to replace (this 65+ year old woman did, I just had to borrow a pipe wrench and ordered a new one from Amazon). They are available at every big box store also.
