In my very dense & heavy clay where I made it fluffier with gypsum, roses are shorter & bushier. Phosphorus (for more branching) is more available in fluffy & loamy soil. Below is Belinda' dream (grafted-on-Dr.Huey), note the more branching & more flowers with phosphorus more available in fluffier soil. But where my black gumbo-clay is more compact (less phosphorus available), my hybrid teas are taller & slender. Pic. taken this Sept of Belinda's dream:

SPRING pruning for hybrid tea/floribunda: 1/2 to 3/4 chopped off

for English roses and repeat-shrub roses: 1/3 to 2/3 chopped off

If a rose skip a spring flush (due to pot-bound or dry weather), then I still do spring pruning (belated).

Here's SPRING pruning guideline from David Austin catalog (2020):

2nd-year-shrub roses: Cut back all stems to a height of 12 to 18 inch. DO NOT PRUNE once flowering roses. Prune hybrid tea to a height of 6 inch. from the ground.

For 3rd-year roses and beyond Spring pruning: chop bush down to 1/2. Prune once flowering shrub by 1/3, prune hybrid tea down to 6" from the ground.

SUMMER pruning (after the 1st flush): Prune stems back by 18 inch. In cold climate with shorter bush, simply deadhead with no pruning.

Plenty of tall roses are bushy in my garden. For example, Jude the Obscure, Brother Cadfael, Golden Celebration, Rouge Royale....I can go on if you're curious. Roses don't have to be short to be bushy. Diane

You could try to "peg" the rose. This mean arching the long cane and pin it to the ground or tie it back to itself. When the cane is bent away from the vertical, it starts breaking from it's leaf nodes, increasing the number of short branches and number of blooms.
