If you left it a lot of people will trip, some may get hurt. The foot moves up six inches on the first step and the mind assumes the second step will also be 6" without thinking causing people trip, happening all the time because we're all accustomed to equally distanced steps and why it's code.

Since the sourced steps are 6" thick you will need to split the distance and by code all steps must be within three eights of an inch of each other.

The rise needs to be the same.

Are they just setting on the pavers?

FWIW each concrete step is 450lbs and adheared to the pavers currently - no way they will ever move. so looking for ideas to bump this up 1" to satisify the village.

find some stone to add on top the concrete and split the difference which would be 1.375 inches but you're allowed a 3/8" variable so 1 1/4" or 1 1/2" would work. How thick are those pavers on the ground? It may look good and can be broken to match the step, just take a brick hammer and start chipping away at the edge you want to match.

The pavers look to be charcoal gray and a slurry of mortar mix dyed charcoal gray and brushed on the concrete step edges to match the color would look good. Menard has small tubs of concrete dye for $6. It may take a few trial batches to match but you won't need much. Just giving you an idea, I'm full of them.

You need 1 1/2" (actually 1 3/8" to be exact). Pull up the step with the pavers glued on them and scrape off the pavers. Reset the pavers back down. Buy some 1 1/2" thick concrete patio blocks (the 12" square cheap ones) and lay them on top the pavers, cutting them to fit the step footprint 1/2" inset from the face of the stair step. Relay the stair steps.
