Is that a dryer vent that is boxed in at the ceiling above the leakage? If not, what is that boxed in? You could carefully remove the baseboard and see what's going on behind it. It might give a clue to where the water is coming from. You might be able to see if it's seeping in from the outside but it can also bee coming down from the top. What does that slab outside cover? BTW, you want to carefully remove the baseboard so you can put it back.

It looks like a dryer vent from the outside view. If there is a laundry area above, you may have a water leak that is following the path of least resistance along the floor and then down the dryer venting, into the wall and down the wall. Or not. Water is such a mystery to solve. Good luck. Let me know what you find.

To the left of the window outside is a vent. That is directly above the area where the leak is. Check that vent outside. Maybe water is leaking in behind it and running down behind the siding.

There appears to be a water stain on the foundation just to the right of that slab out there, have you checked that area?
