It has a look it that might suggest one of the shrubby Oriental Jasmins. No ideas as to genera, though.

The only idea I could think of, is something like Jasminum sambac, but the flowers don't look right for J. sambac

Eta could it be the early stages of Mussaenda phillipica?

If this is Mussaenda phillipica, then the 5 bracts will grow larger, and the true flower will emerge from the center, right? I'm not familiar with Mussaenda, or it's flowering stages.

I’m not familiar with it either. Never seen one.

The leaves do look like Mussaenda. Species is another matter. Lot of flower forms and colors in them.
