Yes, we need to know what the bulbs are before we can advise. Not many spring bulbs can be grown indoors from the start. Most need a cool, dark period before bringing into the house. 10” foliage implies excess warmth coupled with a severe shortage of light. And, no, don’t cut them. They will not regrow.

The bulbs are mainly muscari and bluebells they were kept in dark originally

They both need a period of dark and cold. They shouldn't be brought indoors until they are about to flower and then they should have the brightest possible light and cool temperatures. Can you post a picture?
