Want to block lower view of large windows and allow light in above

What a design quandary: My Victorian San Francisco family room's south facing windows are about 50"W by 83"L. There are 11' ceilings. Light coming into the room is a valuable asset; however, the lower third of the windows provides an ugly outside view. The windows, that open from the bottom, have large, original frames. Our design aesthetic is eclectic, including rustic, mid-century, traditional with a lot of handcrafted decor accents. How should we cover the windows. Bottom-up window treatments are not an option. Considering 10% solar shades and/or sheer(ish) panel curtains. Would appreciate comments or suggestions. Help!
