More of a problem might be cold (in winter) or hot (in summer) outdoor air blowing into the house through the dryer exhaust. It's somewhat confined to the interior of the dryer ... but dryers aren't air-tight.

I don't know what the applicable building code in your area is, but it wouldn't meet code requirements in Virginia. The duct termination for a dryer exhaust is covered in section M1502.3 of the 2018 International Residential Code (IRC) which forms the core of most statewide building codes. It states:

"Exhaust duct terminations shall be equipped with a backdraft damper. Screens shall not be installed at the duct termination."

That's an intake vent, not an exhaust vent. This is why the louvers are fixed and it has a screen.

I never said the pictured vent was for a dryer. Where did you get that impression?
