I am hoping that someone has experience with making curtains appear full and luxurious. I bought silk curtains from a well known luxury store and spent a lot of time steaming them, then hanging them with weights to "train" them. I was disappointed to find that they hang flatly against the wall and aren't "lofty" or full. I made share to buy panels, double the width of the windows and I hung them high enough and wide enough but they still hang limply. I have heard about using pieces of toilet rolls to support the folds at the top but I have chosen to gather the top instead so not an option.

I remember reading that I could stuff the hem with tissue paper but I wondered if anyone was familiar with that approach or had other suggestions to "fluff up" my curtains. They are at a length that "kiss the floor" not pooled and they have a deep hem. I've removed the weights but that didn't help.
