The quickest way to fix them, whatever they are, would be to cut the shrub back to the base, or near the base, which is good practice with Buddleja. Otherwise they become a twiggy mess covered in dead flowers.

As a fellow SEPA dweller I can tell you that floral's advice is spot-on. I cut mine back practically to the ground every year in late winter and it does just fine.
